Buiried Fossil / Aerodactyl EX - Tops EX

OK, can buried fossil evolve into aerodactyl EX? This has come up recently, and based on previous rulings I would say the answer is no, but I am COMPLETELY unsure, and unhappy with my own result.

Also, pending the rare candy answer, can Rare Candy Move Buried Fossil into Kabutops EX or Aerodactyl EX (as long as not played turn 1)
