STRATEGY:
After reading a post by Dark Umbreon... it got me thinking "Maybe this deck CAN work". So after a little bit of work (5 minutes to be exact), I came up with this deck. The main focus is to try and lead off with a Magmar, and start discarding energies. Then, evolve an Electrode ex and blow up to put the energies on any and all non-ex Pokemon. Throw down Mewtwo D to move all the energies onto Ho-Oh ex and goto town!!
It seems like you forgot POW!, which is a "must have" if you're using Electrode EX!
Not so bad I guess, because you can still use your Electrode EX if you're opponent is running a Water deck... Anyway you'll have to be careful... Electrode EX will give two prizes to your opponent, if your opponent manages to KO one of your Ho-oH it will be two prizes again, and then you can't decently use your Electrode power again...
Well... Risky enough!

Hi Joe2Cool,
Here is the sketch I had in mind at the time I submitted the deck idea.
HOUSE OF THE RISING SUN
POKEMON (16):
3 Electrode ex (enable)
3 Ho-oh ex (beatdown)
3 Mewtwo δ (enable)
4 Magmar (enable)
3 Voltorb (evolve)
TRAINERS (25):
4 Rocket's Administrator (disable)
3 Pow! Hand Extention (disable)
3 Lanettes Net Search (draw)
4 Mary's Request (draw)
4 Tv Reporter (draw)
4 Master Ball (draw)
3 Exp. All (draw)
ENERGY (19):
4 Lightning Energy
3 Fighting Energy
3 Psychic Energy
3 Grass Energy
3 Water Energy
3 Fire Energy
The Exp. All make sure that no resources are lost once the first Ho-oH bites the dust and enable the deck to mantain speed control once the other side is nailed down with Pow! hand Extention and Rocket's Administrator. Those need to be used immeditate after Electrode exploded. otherwise chances are that the deck looses control and is left with a prize disadvantage. Similar to ZRE you hand the opponent the gift of two free prizes to recieve an even bigger one in return: Two or more prizes due to a snowball effect builting from the loose of available resources on the battlefield. Hope this provides some assistance.

No you don't Charizard. This deck gets to be quite good without Smeargle, Smeargle would just take a useful spot on the bench, or could easily be KO'ed.

what about 1-2 holon research tower to make also mew2 able to attack when needed?

Holon Lass would be good to make sure you have plenty of Energies in hand and/or Lady Outing would be good to make sure you have the right types of energy.

While this is a good idea and deck concept, I think you're going a little overboard with the Mewtwo. I mean 4 and then 2 Briney and 2 Super Scoop Up. How many times are you going to be moving energy? Also, since Ho-Oh ex is weak to Water, I'd consider maybe a Zapdos ex for backup to help against that weakness. I mean Electrode's decent, but you want to be blowing it up, not attacking with it unless it's an emergency. Also, Zappy lets you Switch out too. Also, I didn't see any Stadium which isn't a good thing.
Pokemon: 17
4 Magmar (TRR)
3 Voltorb (RG)
3 Electrode ex
3 Ho-Oh ex
3 Mewtwo δ
1 Zapdos ex
Energy: 19
6 Lightning Energy
3 Psychic Energy
3 Water Energy
3 Fire Energy
2 Fighting Energy
2 Grass Energy
Trainers: 24
4 Rocket's Admin
3 Mary's Request
3 TV Reporter
3 Pow! Hand Extention
3 Lanette's Net Search
3 Battle Frontier
3 Dual Ball
2 Lady Outing
There, trimmed up and stuff. My personal style likes Switch too, just in case. Just something to consider. Good luck.

I honestly feel 3 mewtwo is too much. I'd probably only run 2. I like the idea of super scoop up with mewtwo, because it can also be used with the birds too if needed.
