Can anyone tell me what this card is worth:

and maybe what it can do?

Some people refer to it as the "Touch" card or the "Picasso" card..
As you can see from the small red text, it's not a playable card.

Oh, and I may be off on this, but I think I see it being sold for about $5-10.

According to one eBay seller:

This auction is for a Japanese fan Club Event "GET" card: 50 PTs "GET" Picasso Touch Trainer. The event was a father & son tournament where you 'touched' your partner (like tag teaming) to switch places during play. You could use 50 of your tournament points to redeem for this special card.

This makes sense as it matches the picture, an adult with a moustache and a kid.
