Fire type tips needed

Ok, I finally caught a Vulpix, and I have a fire stone. Dont worry, I know what happens when the two combine, But I really wanna know how much i should train Vulpix before evolving it and what a good moveset would be for Ninetails.

the high focus os special attack will be easy in that spread, except i suggest taking 3 off defense to go for the full 255 on sp. atk.

why, it is my understanding that it takes 4 EV's to get to the next level. So if you add 3, then it wouldnt gain the extra level, 252 will make it highest level possible, just maxes out at 255, 1 point shy of another level....
