Well since you don't have a deck, but wish to discuss Wailord, a single card, i'll just move this for you.

You could use holo Swampert because of it's power that allows you to attach a water energy to your active Pokemon once per turn. So, you could get two energies attached to Wailmer/Wailord per turn.
