Japanese HB Pika is firmly $10.
It sells for that a lot on ebay.
Which surfing Pika? There are variations. Is there a bullet train/airplane in the background?

There are two Japanese HB Pika...the first one, which was holo and printed in an english version, and another which was not AFAIK...

True. But I'm sure he's referring to the first version.

The HB Pika is a Pocket Monster written in Japanese. The Surfing Pika has an airplane in the background.

I have a japansese HB Pikachu which was AFAIK only given away in one particular store along with a calander and some stickers. I have the stickers also and I believe it says Pocket Monster on them and the drawings are really old style. Is this the HB Pikachu you are talking about?

That should be the older one which is $10.
The Surfing Pika has an airplane in the background.
OK, that's the rarer one. But it's a train, not a plane. Hard to tell, since it's shooting up into the air!
It was a promo of the Japanese "Bullet train" which uses Mag-lev to achieve high speeds.
Not sure of the price, but I'd estimate about $10 as well.
The one without the train would be from Coro Coro and worth less.
