Feebas submerge vs TTar Sand damage

Hi,

If I have a Feebas with submerge on my bench, can Dark TTar's Sand Damage place a damage counter on Feebas.
I think it does but I just wanted to make sure.

Sand Damage is not "Damage being done by an opponent's attack", so Submerge will not prevent it. It gets through.
