If I use an attack that requires me to discard energy, like Lugia's Elemental Blast, and I flip tails on Smokescreen, do I still have to discard energy? Or is discarding energy prevented as an "effect of the attack"?

Flipping tails for Smokescreen prevents the attack from ever taking place, so no energy would be discarded.
