Can all Nintendo DS games be played on any country's Nintendo DS system?

Yes, because for some reason they are unable to region code cartridges. I play imported Japanese GBA games on my American DS and Gameboy Player and they run perfectly.

No, it's deliberate. Console systems' cartridges are region coded, but due to the portability of the handhelds (especially when traveling to other countries), Nintendo decided not to use any region coding for them.

GS aka a cheat device.
Why put difficulty into games? A GS can get right through that, too.

differing TV formats (PAL, NSTC, etc) put aside, its about marketing. bottom line, money.
same reason DVDs are region encoded.
most consoles, note, are abandoning region locking this time around
