Terribly sorry if this is in the wrong part of the forums, but I figured since the info gained would be used to make a deck, it would be ok.
1. A friend told me that you can only have a max of 4 for special energy cards such as Metal, Dark, Double Rainbow, is this true?
2. Holon's Electrode that provides double rainbow, I don't need to evolve that or anything do I? Can I just play it as the Double Rainbow?
3. This "new" format. I've read on some other page here that FRLG is ok, but others say that it's Deoxys and later. What? Can someone provide a link that explains this in more detail please? (I'd REALLY appreciate it as I'm trying to make a modified legal deck)
4. Can you have more than one ex in a modified legal deck? More than one of the same Ex?
Thanks in advance, I would really appreciate any clarification on the topics above.

If you don't already have a copy of the official TCG rulebook, get one. It states that (with the exception of basic energy) you cannot have more than four copies of a card with the same name in your deck.
2. Holon's Electrode that provides double rainbow, I don't need to evolve that or anything do I? Can I just play it as the Double Rainbow? It does not count as "Double Rainbow" energy. You have been misinfomed. When you attach it to a pokemon as an energy card, it provides two energy of any type. Just read the card and do what it says. It's as simple as that.

Again, you cannot have more than four copies of the same card in your deck (four cards with the same name). You have been misinformed. If someone tells you something like this, the first thing you should think is "Where does it say that you can't have more than one Pokemon-ex in a Modified-legal deck? Where is it written?"

Some more help:
In a deck don't try to put more than 2 lines of stage 2 pokemon
Try to have 3 sets of pokemon
Put the sets for stage 1(3-3, 4-4, 4-3) don't put them 4-1, or 3-1 .
Put the sets of stage 2 pokemon(4-2-3, 3-2-2, 3-1-2) not 4-2-1, 3-1-1, 1-1-1 etc.....
Put about 14-20 energies normally 16. Try to put 2 holon electrode/magneton they'll help you a lot.
Try to Have between 23-30 trainers.
Try to have between 14-21 pokemon
Try to have between 1-4 exs since they are powerful but when they get K.O your opponent takes 2 prizes.
Don't put stage 2 pokemon without their stage 2(like an example, 3 mudkip, 2 marshtomp)
Don't put only 1 copy of a card in your deck 2-4 copies are always better since you will have more prob. that it will come to ur hand
Scott is good in almost all decks.
Hope i helped you!!

Deck help is for getting help with your deck. Questions belong in either "Ask the Masters" or "Cards: Strategy, Rulings, and Collecting Questions". Let's move this to the proper forum.

Some of the cards mentioned are outdated but hopefully you'll be able to get some general tips.

Playing 3 stage 2s has worked in the past (Rock-Lock, Sallygross for example).
Try to have between 1-4 exs since they are powerful but when they get K.O your opponent takes 2 prizes.
Don't play exs in every deck.... lol
Don't put only 1 copy of a card in your deck 2-4 copies are always better since you will have more prob. that it will come to ur hand
Singles of cards are fine if you have some way to get them, i.e. Magcargo from Deoxys. Also cards like Holon Adventurer/Farmer/Lass/Scientist can be brought back with Transciever, so singles there are fine.
Scott is good in almost all decks.
I disagree. Hardly anything actually played Scott.
I agree with the rest of that post for the most part.
