Jirachi ex Shield Beam says that " Your Opponent cant use any Pokepowers on his or her pokemon"

Does this mean they cant use any pokepowers period, or does this mean they cant use any pokepowers that self reference?

example they can use Ludicolos swing dance, but cant you Ludicolos Happy Dance?

Any why word it this way? why not just "Your Opponents pokemon cant use any Pokepowers" like Battle Frontier, or Cessation Crystal?

Shield Beam is written that way to be clear on where the effect is.

The effect is attached to the opponent, much like Manectric ex's Disconnect.
