Who designed Power Keepers?

since some of the cards in power keepers havn't been released in Japan..did the Americans design some of the cards? or did we just get some of their designed cards before they were released over there? Also, who got to decide what was included in the set, Americans or Japanese?

The weird thing is that some ex's, like Rayquaza-ex from EX: Dragons were reprinted at one time in Japan, but was never released again elsewhere or at least allowed in tournaments. It is just as well anyway, since Pokémon-ex are going to be phased out in D/P.

I know Japan has a lot of cards released with alternate artwork. However, the new cards, like Metagross-ex and Absol-ex are puzzling. We probably won't know who made these new cards.

I think it's just a combination of reprints and some promos from Japan, Meiji perhaps. I don't know how many of them are, though.
