Some people have been saying that you can use Wally's Training and Evolve a Horsea right into a Kingdra ex? is that true and why? is there any other cards that can evolve like that with Wally's Training?

Not quite, Wally's Training won't let you skip a Stage.
Anyway, you wouldn't want to evolve straight from a Horsea to a Kingdra ex. You need that Seadra in there to access its attacks.

Now, what you can do is evolve a Horsea into a Seadra and then play a Wally's Training to again evolve to Kingdra ex on the same turn.

If you really want to get fancy, play the Horsea, on the same turn use Rare Candy to evolve to Seadra, then Wally to Kindra ex, all in the same turn.
