Here is a new Pichu card I though of. Its a first of its kinda. I hope its not too broken.

You made a few typographical errors in there. Other than that, not bad.

Well, for example, it should be "Once during your turn (before your attack)," opponent's is mispelled, etc.

The words "New Friend" are the wrong color. For a Lightning Pokémon, they should be red. Same for Grass, Water, Colorless, Fighting, and Metal. For Fire, the text of a title of a Poké-BODY/Poké-POWER is blue. Yellow for Psychic and Darkness, an example of this is here (http://www.pokemonaaah.net/forums/attachment.php?s=&postid=1131).

"special condition" should be capitalized, and "His/Her" should not. And I think the last sentence of the Baby Rule is, "If tails, your opponent's turn ends without an attack." I think this card is pretty appropriate, in terms of power.
