1 - Depends what Ex's

2 - It is worth more that Vaporeon and Flareon but less than Ray.

If I had to put the above stars in how much they sell for it would be the following -

Flareon/Vaporeon: 20 - 30
Espeon: 35 - 50
Rayquaza: 50 - 65
