Moving Energy Cards

When a card says that you can move an Energy card from Pokemon to another or discard an Energy card, does it have to say basic in order to apply only to basics, as in, I could move/discard Special Energy(if it's the correct type) with this wording?

You are correct.
If it does not specify "Basic energy card", then a Special Energy card providing that color can or has to be used, if it's the only one giving that color.
