Leveling Up is NOT Evolving, right?

Sorry for wasting your time but I need to disprove someone. Well just now I was in OMAR CHAT and someone brought up something. He brought up Kabutops PK stops Leveling Up. I said he was wrong. Can someone set him straight please?

Kabutops will not stop the playing of a Level X card.
It has some similarities, but it is not the same thing
