He's referring to the Ruby & Sapphire Challenge Tournaments. They are 10 minute rounds, and you can't use recovery moves after 8 (according to the tournament's rules).

The official answer is yes. At yesterdays Challenge in Milford, Mass. The Nintendo Person was there and stated that as long as the attack damages the opponents Pokemon and heals your Pokemon then that attack can be made with under 2 minutes to go.
