if u start a game and you go second
and you have an evo card in your hand and a basic on the bench
can u evolve it then or you have to wait for your next turn?

You may only evolve on your 2nd turn, starting the game 1st or 2nd

er to make it clearer.
You can only evolve a pokemon if it has been out 1 full turn
if you use rare candy this gets past that rule.
however you can not use supporters/trainers/stadiums if you go first and it is your 1st turn.

That's not exactly true.
If your opponent used some effect to play one of your Basics on their turn, you could evolve it on your turn! (Not the first turn, of course.

The rule is:

Neither player can evolve normally on their first turn.
After that, a Pokemon must already be in play at the start of your turn in order to evolve it during that turn.
