Can one use the effects of Call Energy if it is attached to your active SLEEPING Pokemon?

The wording on the card makes no mention of this being an attack but more like having an effect of the card just being in play at the active position.

It is not an attack, so Call Energy's effect can be used even if it is on a Pokemon that is Asleep.
