How does one obtain Soul Dew for either Latios or Latias?

Well, if I recall, you need the Eon ticket. If you're playing Sapphire version, you use the Eon ticket to travel to the southern island, and capture the Latios. That Latios has the soul Dew.

Vice versa if you're playing Sapphire. Eon ticket, southern island, Latias will have it.

Although, remember, you can't get it by capturing the wild one wandering around Hoenn.

Maveric is correct, it is a rare item, only held by the respective Lati in that game, accuirable only by having Eon Ticket.

PS on the second one, he meant Ruby has Latias on the Sourthern Isle.
