In this thread (http://pokegym.net/forums/showthread.php?t=82632&goto=nextoldest) the usual ruling was given for attacks that prevent effects (how they don't prevent drawing effects, cause that's not done to the pokemon preventing effects), however, Deoxys attack doesn't have the clause, "...done to Deoxys..." in the effect part.
Usually, the effect prevention and damage prevention are linked in the same part of the sentence. Deoxys attack, however, separates the two clauses, so you have, "During your Opponent's next turn prevent all effects of an attack..." and then you also have, "...any damage done to Deoxys by attacks is reduced by 20."
So it doesn't say to only prevent effects of attacks done to Deoxys, it just says to prevent effects of an attack, which would include all of them.
I bring this up cause it's easy to gloss over a situation that looks like a well known ruling.
