Sleeves & Set Rotation

Hello all,

I have two questions. When there's a tournement such as battleroads, states, etc. Are you allowed to have any type of sleeves for your deck (such as Japanese Shaymin sleeves)? I know the sleeves for your deck have to be in good condition too. I ask this b/c I just wanted to make sure before I get sleeves. Also, when the next set comes out, which sets will be knocked out for legalization play?

Per the tournament floor rules, for Premeire events (such as Battle Roads and States), you can have the following sleeves:

Clear. All cards must have the same back.
Colored. One color. No pattern. No laser etching. They can't have a mirror finish.
or
official Pokemon art sleeves that have a solid color around the edges. The art can't go all the way to the edge.
The Shaymin sleeves fit this last category.
