This has come up in a few games I have played and my opponents have said that if you discard a DRE to retreat this counts as 2 of the energy.

So my question is, does DRE count as 2 energy when you retreat?

Sure it does, just like Double Colorless Energy does. They give an example of using that to retreat in the Rule Books.
