Well, due to the set Blaine's Moltres was released in is why it's not usable in really much any decks anymore. In the oldest Modified, it was seen once in a while. Once again, I wrote an article (http://www.pokeschool.com/tcg/articles/baboon/blainesmoltres.asp) on Blaine's Moltres not long ago at all, if you want more clarification. :)
