Fossils first turn

If in the start of the game I draw 7 cards no pokemon but a fossil card do I play the fossil or shuffle and re-draw? The reason I ask is because I found somewhere on this forum that you can play the fossil but how would that be possible seeing as you can't play trainers on your first turn? Wouldn't the card be played as a trainer first and then a pokemon?

You would have to play the Fossil as your starting Pokemon if you have no other Pokemon in your hand.
Set up has special rules. It's not your "first turn" yet.
