Iron Head vs Bubble Coat clarification request

In this thread, it was ruled that Rampardos' Iron Head would negate Bubble Coat.

Since Bubble Coat doesn't alter the amount of damage Rampardos deals, only removes the Weakness of the attached Pokémon, I was hoping to get a more thorough explanation.

Edit: Also, does this apply to more general effects, like Sunyshore City Gym, too?

Since the effect on the defending Pokemon changes the amount of damage Rampardos' attack does (by eliminating weakness) that effect is ignored. The would be the general case with all such effects vs. Iron Head.
