Rare Candy Question

If I just played a Basic Pokemon onto my Bench and I have Rare Candy in my hand can I evolve it that same turn if I have the Stage 1 or 2 pokemon that evolves from the Basic?

Can this also be used in Conjunction with Spiritomb AR? For example drop the basic play Rare Candy to evolve to Stage 1 and then have Spiritomb AR evolve that pokemon to Stage 2. Would that work?
