Tactic is to set up benched pokemon including Magnezone and Rayquaza, and to send out either one and do a crap ton of damage for a few energies. Zekrom and ZekromEX are there to attack when I don't draw Magnezone/Rayquaza. Shaymin can spread about the energy.

Since I saw the Rayquaza EX scan, I have been wanting to add this to my Eelzone deck. It looks way better than other future EXs I've seen.

Anyway, if you can get one, I'd replace the Zekrom EX with a Mewtwo EX. Mewtwo is just too good, and with Rayquaza, Zone, Zekrom, and Mewtwo, you will have more than enough attackers.
My main concern with your current list is a lack of something to search out the fires instead of having to draw into them. I would probably drop 2 DCEs for Energy Searches.
Last thing is I would up the Switch count to 3 or 4. If you don't have Shaymin in your hand, and you are discarding 3-4 Electric energies to use Dragon Burst, Rayquaza will be vulnerable after that. Or if you are Lost-Zoning multiple energy and you want to save your Magnezone from a KO. Whatever the case may be... :) This is up to you, but -1 Zekrom, (-1 of something else??).

Otherwise, this looks like a very solid list. I hope I was able to help, and good luck on your deck!

This is 2 sets in the future, but if I had to critic...

Magnezone needs 4 junk arm and 3 rare candy minimum, or else you might as well just drop it and play eelektrik big basics. Magnetic draw + junk arm is too good. By this set, we'll also have ultra ball, which is broken good in magnezone. Also, for maximum setting up, it needs cleffa. Don't forget about N, which gives Magnezone a huge advantage over its competitors.
