Aipom ZERO card deck

Seen the other rulings on Aipom, but none exactly matched this.

If you have 0 cards in deck and Aipom on bench, can you put Aipom back in your deck?

My guess is no, but what is the official answer?

You could, but the effect is the same as if you use Mr. Briney's Compassion in the same situation.
