can i use celio's and get out an ex? Also can i use roseanne's research and get out a cresselia lvx?

Celio's Network states "(excluding Pokemon-ex)", so no.

Cresselia LV.X is not a Basic Pokemon. Yes, it counts as a Pokemon, but not a Basic Pokemon.
