So what will be bigger? Fire or Water? I don't think it will be Grass.

Water. Have you SEEN the excitement with Empoleon? Have you tried Empoleon?
There's Glaceon too, but that's not as problematic due to being harder to swarm.
Whereas Fire has... Magmortar? Ho-oh? Both of which are easilly killed by Empoleon?
Majestic Dawn's got such OBVIOUS counters to Fire... It's making Grass look much more appealing by the minute. Weakness advantage over Kabutops/Omastar... Pre-evolutions Resisting Empoleon... NEGATING Empoleon Spread... Fast Energy and still able to Crystal Beach... Energy Manipulation... Yep. Torterra/Sceptile looks fairly cool.
