Zapdos EX 180hp

Pokemon Ability - Legendary Force

If you have Articuno EX and Moltres EX in play, all of your Pokemon in play have no retreat cost.

Thunder 150

Discard all energy cards attached to all of your Pokemon.

Weakness: x2
Resistance: -20
Retreat Cost:

Articuno EX 180hp

Pokemon Ability - Legendary Power

If you have Zapdos EX and Moltres EX in play, you may use this Ability. Discard both of them, and the defending Pokemon is now paralyzed. Your opponent does not take any prize cards for this.

Sheer Cold

During the start of your next turn, the defending Pokemon is now knocked out. Discard all water energy attached to Articuno EX.

Weakness: x2
Resistance: -20
Retreat Cost:

Moltres EX 180hp

Pokemon Ability - Legendary Speed

If you have Articuno EX and Zapdos EX in play, Moltres EX can attack twice during your turn.

Over Heat 100

Flip a coin. If tails, this attack does nothing.

Weakness: x2
Resistance: -20
Retreat Cost:

Kanto Legends - Stadium

If a player has Moltres EX, Articuno EX and Zapdos EX in play, that player may draw an extra two cards each time he or she draws a card for the start of his or her turn.

Mystery - Tool

This card can only be attached to Moltres EX, Zapdos EX or Articuno EX.

Whenever the Pokemon this card is attached to is attacked by the defending Pokemon, before applying the attack, that player may switch the Pokemon to his or her bench for a Moltres EX, Zapdos EX or Articuno EX. The new defending Pokemon takes the attack instead.

Potential Legend Call - Trainer

Flip a coin. If heads, search your deck for a Moltres EX, Articuno EX and Zapdos EX. Show them to your opponent, and place them into your hand. Shuffle your deck afterwards.

Legend Trainer - Supporter

Search your deck for a combination of three cards. These cards can include Moltres EX, Zapdos EX, Articuno EX, Kanto Legends, Mystery or Potential Legend Call. Show them to your opponent and place them into your hand. Shuffle your deck afterwards.

Cool cards, if pretty broken. Especially Zapdos's thunder + Electrik combo.

Thanks. Terrakion/Groudon EX stop it from being broken, so not really a problem!

They are pretty broken. 180HP Pokemon with free retreat, no more than average pricing attacks, and with Articuno's ability Zapdos/Moltres can tank and attack for a couple turns each (getting free retreat with Zapdos) and just be discarding, ruining all of your opponent's "hard work". On top of this Moltres can do 200 damage a turn with no drawback.

Don't forget you'd need to run all kinds of energy to use the attacks.

The coin flip is the draw back.

How to make them balanced:
Make their HP 150 or 160; Ho-Oh is already 180, after all
Make Moltres's ability read
"Pokemon Ability - Legendary Speed

If you have Articuno EX and Zapdos EX in play, Moltres EX can attack twice during your turn, but must have the required energy for each attack."
and its attack say:

Over Heat 100

Flip a coin. If heads, discard a Energy attached to Moltres EX. If tails, this attack does nothing.

Make Zapdos's attack say "You may discard all energy attached to each of your Pokémon. If you don't or can't, that Pokémon takes 30 damage"

Articuno is actually pretty balanced and, if anything, underpowered. Espeon DEX takes care of it, as does a switch or Unown CURE
