Victreebel VS Darkrai

I have an active Victreebel whose pokebody states, "As long as Victreebel is you active pokemon, your opponent's active pokemon's retreat cost is ** more." And my opponent attempts to retreat his active darkrai EX with darkness energy attached and an ability that states, "Each of your Pokemon that has any (Darkness sign) energy attached to it has no retreat cost.". Does Darkrai Ex have to pay 4* to retreat or does it have free retreat?
