Devolution Punch

Concerning Golurk DXE's Devolution Punch, would a basic Pokemon be considered the highest stage of that pokemon and be sent back to the hand?
"Devolve the Defending Pokémon and put the highest Stage Evolution card on it into your opponent's hand."

For example, if you were to use Devolution Punch on a Mewtwo EX would it just do damage or would it send it back to hand as well?
Also, is damage calculated before or after sending the Pokemon to the hand?

1. No, you can't send a Basic Pokemon back to the hand.

2. Damage is always done first. Is there a specific reason you are asking? Because it normally doesn't matter. Unless you were just asking for the case of a Basic Pokemon, in which case it's a moot point.
