royal guard tweaks?
Can you make a good deck by working around the royal guard deck or machamp challenge box?

I don't know about making a good deck from it. However, you can make a decent one by shoring up the evolution and T/S/S lines. The challenge box certainly provides means for a 4-3-3 Nidoking line, as well as a 2-2-2 Machamp. The provided booster packs could help if you happen to get any useful T/S/S or pokémon.

unfortunately those cards have very little competitive value, except possibly some of the TSS. lucarios suggestion would make a playable deck but not one that could win a tournament. Right now pokemon is quite expensive and you wont be able to make a deck without buying expensive cards, youll be looking at 50-60 pounds for even cheaper decks( I would have suggested Durant before :( ). to play a fun deck follow lucarios advice, for a competitive one start again.

WarHammer, their are plenty of relatively cheap Trainers and Supporters. PONT, Juniper, Cheren and N are typically useful supporters that can be found a cheap price. You could also consider Energy Search/Cilan, Pokémon Communication, and Dual Ball/Heavy Ball/Level Ball. I would also think about the evolution lines you plan on keeping.

I feel like more basic pokémon would be useful, since the two evolution lines provide you with 6. You might want to think about some of the heavy-hitting basics in format that could benefit you. I would also consider double colorless energy, as both Macamp and Nidoking can utilize it for attacks. If you are willing to shell out a couple dollars for a card, Rare Candy is a useful trainer card that I had not previously mentioned.

In terms of basic pokémon, a normal type, such as Tornadus might work. However, if you're looking for a fighting type, Terrakion, Landorus, and Groudon EX are possible choices. The other type you'd want to look at is psychic. In that case, the Mewtwo EX tin will be available in the fall. Try playtesting with different combinations to find what works best for you.

Tornadus and Landorus can be obtained cheaply as singles. You could also buy the Forces of Nature box, which also includes Thundurus and 3 booster packs for about $10-12 dollars. I figure the Mewtwo EX tin will run about $14 and provides 4 booster packs.

I think i'l stick with fighting and run landorus and tornadus from the forces of nature box, and order terrakion and the t/s/s as singles. How much basic fighting e.ergy should i put in the deck?

If you don't use DCE, 16 might be a good number to try. I know you plan on buying singles, but another option to keep in mind is double-theme decking, which MegaVelocibot started a thread for a while ago. If you could come up with a possible deck list, I can try to give some feedback on it.

Just also want to point out that in September, the format will rotate onwards to BLW-, so any HGSS-CoL cards you have won't be able to be used in tournaments from that point.
