Foreign Language Cards and Worlds

I understand that you cannot use Japanese cards unless you are from Japan (different backing, noticeable through barely-transparent sleeves), but are you allowed to use ie. a Spanish or French Tropical Beach in a deck if you're from America?

I can't speak for them.
Worlds is a bit of a special case.
