"Effects" and Weakness/Resistance

Hello, I was wondering when a card says "This attack’s damage isn’t affected by any effects on the Defending Pokemon.", does this include weakness/resistance?

No. W&R are not effects. They are a game mechanic.
The attack would have to specify that W&R do not affect it's damage.
