I do not think the discard pile, the deck, prize cards or the lost zone are in play. Look at the playmat and I think what is in play will be clearer. I could be wrong, but I don't think so.

UFtroll is right. The discard pile is not in play, neither are the prizes. If so then this power would always result in the game ending in a draw because both players would have no prize cards left. The power only relates to energies, Tms or tools that are attached to pokemon either on your bench or in the active position. as well as staduims in play

I would think so. That brings up two interesting questions:
1) Unown G counts as a Tool when attached. Is it not considered a Pokemon while attached, and so would get shuffled in? 2) Say I have an Aerodactyl that was evolved from Old Amber. If Sand Reset is used, would the Old Amber get shuffled in, or does it count as a Pokemon when it is underneath what it evolves from?

But Tego, the list of "decks with no energy acceleration and no Power Spray" isn't exactly small even if you just take stuff from the "what won Regionals thread". While any SP deck can have both now anything that's not SP may not.

Hippo with Champ just got more interesting. Gets rid of the Unown Gs so the Take Out can happen.
Hippo with Gengar just got nasty as now it can Shadow Room with the G gone. It will be interesting to see how this works out! It will work well with single energy Attackers!

True. But there are also many decks that only need one Energy to attack - Kingdra, Gengar etc. So I should have said "any deck that has no Energy acceleration, no strong 1-energy attackers and no Power Spray". For many decks, losing all their Energy in one turn isn't that bad. Could be annoying for some, sure, but the top decks? I have my doubts.

^ True, energy wise. But these decks could face problems depending on how that Sand Reset gets used IMHO. For example Gengar with Hippo tech could do nice things with Shadow Room vs the mirror or Kingdra using G on their Claydol. Porygon-Z promo would hate this too in just about any build, and that did OK in some areas of Europe from what I understand.
