Rampardos vs. Bubble Coat

Rampardos used Head Smash on a Manetric with Bubble Coat attached to it. Would Iron Skull go through the Bubble Coat and OHKO it?

Bubble Coat puts an effect on Manectric that gives it no weakness. Rampardos ignores that effect and applies weakness.
