Blastoise PT Dig Well

First off, thank you to Pokepop for answering my last question so quickly, I've been wanting to know the correct ruling since it happened. Now for the question.

In This thread, Bulbasnore said that if you use Blatoise PT's Dig Well you must attach energy, but the Power implies that you don't. When you read it, it says

"Chose as many Energy cards as you like and attach them to your Pokemon in anyway you like."

Doesn't the "As many" part mean you can take zero?

But this choice of zero is rare.
