Luxray GL's "Bright Look"

This is probably a really stupid question, but if my opponent plays Luxray GL from his hand to level up his active Pokemon and uses its power, who gets to choose the benched Pokemon?

"You may switch the Defending Pokemon with 1 of your opponent's Benched Pokemon"

And if my opponent gets to choose, why does it not say "Choose one of your opponent's Benched Pokemon and switch it with the Defending Pokemon" as some previous Pokemon say (e.g. Dark Persian)

Luxray GL's player chooses.
If the defending opponent chose, it would say "your opponent switches" or something like that.
