galactic hq

i was playing a game and i had my galactic hq out. it says that whenever my opponent plays any pokemon from their hand to evolve a pokemon that the pokemon takes 20 damage. if my opponent uses rare candy to evolve one of his pokemon does galactic hq still do damage or not?

They still take damage, it still counts as evolving a Pokemon.

Yes, it does take damage counters because the evolution card is coming from the hand. If it were evolving via TM TS-01 or Wally's Training (thus coming form the deck), it wouldn't be affected by Galactic HQ.
