Aerodactyl GL's Primal Breath

Does the effect of Aerodactyl GL's primal breath attack reside on the defending pokemon? or the opponent?

I've heard multiple rulings on this, and I'm not sure which it is since the attack references both.

it says Defending Pokemon, not Active Pokemon, so it means the defending Pokemon specifically.
That is where the effect is.

*PokePop* Administrator Images: 1073	it says Defending Pokemon, not Active Pokemon, so it means the defending Pokemon specifically. That is where the effect is.
