Power Spray - Does the Power still count as being used?

I'm having trouble understanding these similar rulings. A sprayed Lucario means the user must still end their go but the effect of the Power is not activated. So why doesn't a player who has had a Cosmic Power sprayed not need to put any cards to the bottom?

Since it only allows a single question and a single answer, it doesn't really work well for that.
