No. It's why those Eeveelutions you're trying to use aren't very popular.

You can Evolve a Devolved Pokémon using any of the means of Evolving that get around the rules of Evolving - Rare Candy and BTS for example.

personally I don't fully agree with the whole inability to evolve after devolving, but w.e. BTS around it..

And as for how he knows...it's honestly the only card set in the format that devolves anything on your side of the field. If you were playing against someone with say a devoluter, you wouldn't need to answer the question cuz the devolution would've happened on your opponent's turn, not yours
