When is a Lvl X pokemon card , as far as the way pokemon tcg is played currently , considered a" pokemon "IE;when that card is selected from your deck during a search action? in your hand? or the moment you place it into play ?

A LvX card is considered a 'Pokemon' in all those contexts.
