Pokemon that come from the DP set tend to be lacksluster nowadays and I guess without Dusknoir DP, the set would have been totally obsolete.

HP of 100 is low for a Stage 2 these days, and the fire weakness does not help matters. Resistance to fighting is at least better than nothing, and the retreat cost of 1 is cheap but you would think that a butterfly will actually have a free retreat.

Whirlwind is the mediocre switching attack that does a minor 30 damage for 2 Energies. It can come in handy in the event that your opponent has a lot of Benched Pokemon that have large retreat costs although most of the time, having the control of the switch on your opponent makes attacks along the lines of Inviting Trap and Vine Invite that much better.

Giga Drain is an expensive attack that can dish out 50 damage and heal up to 50 HP. Truth be told, it is unlikely that you will load a fragile Pokemon such as Beautifly with 4 Energies. Sure, the healing can help and Sceptile GE can reduce the cost, but if you're being 1-hit KO'd, the minor healing will not really matter.

Basically, Butterfree GE outclasses it in every aspect- free retreat cost, low-energy attacks, and higher HP. Parallel Drain is also generally better than Giga Drain since it can heal other Pokemon as well and with Expert Belt, you can do 50 damage and heal up to 50, anyway.

Modified- 3/10 (easily outclassed by other Grass types like Butterfree, Tangrowth, and Ludicolo)
Limited- 5/10 (forced switch and healing can make this a tank of sorts but the low HP is a very big downside)

Its attacks take way too much energy to use, and even with Sceptile, there is the downfall of low HP. Shaymin Lv. X helps, but you have to get out both Sceptile and Shaymin for this card to work effectively. And Fire weakness is very bad at the moment because of all the Blazikens and Infernapes running around. 2/10

Bonus card 1 is Beautifly from DP, a lame Pokemon for sure. Statwise, 100 HP is horrible for a Stage 2 (30 less than common), +20 Weakness to is meh, -20 Resistance to is decent, and to Retreat is cheap. Whirlwind is pricey at for 30 and forcing your opponent to switch out their Defending. Giga Drain is just bad at for a mere 50 and healing for what you hit for. Overall, no reason to use this at all.

Modified - 1/10 (A horrible card that deserves no use)
Limited - 1/10 (Still bad and expensive, and now hard to get out)
Unlimited - 1/10 (No use here of course)
