*sigh*
where, oh where do we start...
well, definitley take out like 11 grass energy. This gives u room for ur draw power
-2 potion
-1 life hearb
-11 G NRG

+3 Steven's
+3 Celio
+3 T.V. reporter
+2 VS seeker
+2 rare candy
+1 low pressure system

You pokemon are all over the place. not what i like to see, u need something a little more solid.

maybe try this
4 treeko
3 grovyle
3 Sceptile (2 trans, 1 liz pois)
2 Sceptile ex
3 paras
3 parasecept

after this u still have 7 cards left. Maybe toss in...
+2 great ball (with paras, u can get basics at decent speed)
+1 Wally training
+1 switch
+1 warp point
+1 low pressure system (just for good measure)
+1strength charm (always not a bad choice if u have room)

OPTIONAL
If u dont feel like usuing great balls, stick in wurmple, grabs all of ur treekos and paras for yah. But it also might be better to start with paras, grab a basic, next turn evolve then attack with parasect to get energy on bench treeko.

I agree with BEX but maybe try one less Sceptile Ex becuase there is nothing to search for it and try another lizard posion with paresect it can be brought out fast also I think celio's works better with rare candy for building the bench no great balls max out on wurmple (Bench filler and staller) other than that maybe one more strenght charm but it relies on what you want to do

Okay, I'm guessing since you have so many singles of cards and not so high number of cards, that those are the amount you have.

Since you seem to have more of Bellossom/Butterfree I will work on them.

Note that the first list is based on what you probably have, because of the numbers you have in this, second list is the one that is preferred and obviously better.

Pokemon: 16

2 Caterpie
2 Metapod
2 Butterfree
2 Oddish
2 Gloom
2 Bellossom
1 Tangela
1 Paras
1 Parasect
1 Pinsir

Trainers: 23

4 Potion
4 Life Herb
4 Oran Berry
3 Pokemon Reversal
2 Great Ball
2 Professor Oak's Research
2 Wally's Training
2 Celio's Network

Energy: 22

22 Grass

Okay, that list is obviously very, non competitive, I used what I thought would be easier cards for you to get, and you might have. Don't expect to beat top decks or win any tournaments with it, for league it should work, but not for a tournament.

Now for a more tournament worthy deck, I will focus more on the same pokemon (some will be different).

Pokemon: 23

4 Oddish
2 Gloom
3 Bellossom
4 Caterpie
3 Metapod
3 Butterfree
2 Paras
2 Parasect

Trainers: 19

4 Steven's Advice
4 Rare Candy
4 Celio's network
2 Vs Seeker
2 Desert Ruins
1 Low Pressure System
1 Professor Oak's Research

Energy: 17

17 Grass

That second list, is based around the healing pokemon, Butterfree/Bellossom. Once again, I don't see this being like a massively popular deck, or probably even winning 1st place. However, it might be good enough to top 8 with. The Pokemon just aren't the strongest, they're good tech cards for decks, but they're not really, at least not yet good enough to be the main focus of a deck. Sceptile, is a much more viable deck, that would do better in tournaments. Bex has already provided a Sceptile list, so if you can get Sceptile, go with that. GL!
