Double colorless energy

Is double colorless energy from the base set a playable card. even though the wording has changed a little bit. the one from base set says it doesn't count as a basic energy card and the new one from hgss says that its just a special energy card but not in the text. my question is is that a legit reprint and can it be used in premier events with or without reprints or translation

"not a basic energy card" means that same thing as "this is a Special Energy card".
You can use old ones.
